Lottery Licence

​​A municipality may issue a licence to eligible local charitable or religious organizations for lottery events where the total prize value is less than $50,000. There must be three components: a prize, chance, and a consideration (a fee paid for the opportunity to win).


Who can get a licence to conduct a lottery event?

Charitable or not-for-profit organizations with charitable purposes may be permitted to conduct a lottery scheme once a licence has been issued. 

Organizations must have a demonstrated charitable or religious mandate to provide programs for:

  • Relief of poverty
  • Advancement of education
  • Advancement of religion
  • Other charitable purposes beneficial to the community, such as:
    • ​Culture and the arts
    • Health and welfare
    • Amateur sports organizations
    • Enhancement of youth
    • Public safety
    • Community service 

Examples of eligible organizations include:

  • ​Minor sports leagues (under 18 years of age)
  • Service clubs
  • Religious organizations​​

Eligibility Requirements

The following pre-requisites are mandatory:

  • The organization must have been in existence and have provided charitable community services consistent with it's goals and activities for at least one (1) year in the Municipality of Chatham-Kent
  • Proceeds must be used for charitable programs and services that benefit Chatham-Kent and its residents
  • The organization must assume full responsibility for the conduct and management of the lottery event

The Municipality of Chatham-Kent can only issue a lottery licence to an organization conducting a lottery within Chatham-Kent. Individuals are not eligible for a lottery licence.

If your organization is interested in lottery licensing, please submit a Lottery Licensing Eligibility Review Application along with supporting documentation to the Licensing Department.​


Lottery Licensing Policy Manual

The Lottery Licensing Policy Manual (LLPM) outlines the policies and procedures that municipal and provincial officials must follow when issuing and administering charitable gaming licences in Ontario. 

These policies reflect the mandate of the AGCO to ensure they are conducted with honesty, integrity, and in the public interest.
