Eligibility for Deferral Program

To qualify for tax assistance, applicants must have been owners of a residential property within Chatham-Kent for a period of one (or more) year(s) preceding the application and meet the criteria.  Tax Deferral Eligibility

Application for Deferral Program

Application for tax relief must be made annually to establish or confirm continued eligibility.  The Application must be delivered by December 31 of each year for which a deferral is sought to the Tax Office of the Municipality. Tax Deferral Application

 Guaranteed Annual Income System

To qualify under GAINS, an individual must:

  • Be receiving the Old Age Security pension and the Guaranteed Income Supplement described above, AND

  • Be a permanent resident in Ontario for the preceding 12 months, AND have an income below the qualifying level, as guaranteed by the province.

  • Provisions of the GAINS program are established under the Ontario Guaranteed Annual Income Act, Ontario Regulation 874 (O.Reg. 874, R.R.O. 1990) and other regulations.

Ontario Disability Support Program

The Ontario Disability Support Program (ODSP) aims to remove people with disabilities from Ontario Works in order to meet their needs more effectively.

Staff of the Ministry of Community and Social Services determines eligibility for the ODSP. The Ministry considers the nature of the disability, the extent the daily activity is affected by the disability, and income level from all sources. Application, eligibility determination and payment of benefits under the ODSP are administered by the Ontario Ministry of Community and Social Services, using information supplied by applicants.
