At 6:00 p.m. on Wednesday, January 16, 2019, administration will present Chatham-Kent Council with the 2019 draft budget. The draft will include options to achieve a budget increase equal to the Bank of Canada target inflation rate (excluding infrastructure phase-in).
The agenda for January 16 will include time available for presentations from citizens or groups regarding the 2019 budget. To register for such a presentation, please email firstname.lastname@example.org.
After the recommendations are presented to Council on January 16, and prior to budget deliberations starting January 30, Council and administration will be holding Community Open Houses to gather input from the public on the recommendations and any other budget matter. These meetings will take place as follows:
Community Open Houses:
Tuesday, January 22, 4:30 to 6:00 pm
Ken Houston Memorial Agricultural Centre, 1212 North Street, Dresden; AND
Tilbury Arena, Ryder Hall, 55 Bond Avenue, Tilbury
Wednesday, January 23, 4:30 pm to 6:00 pm
Blenheim High School Cafeteria, 163 Chatham Street South, Blenheim; AND
Wallaceburg Municipal Office, 786 Dufferin Avenue, Wallaceburg
Thursday, January 24, 4:30 pm to 6:00 pm
Active Lifestyle Centre, 20 Merritt Avenue, Chatham
The format of these sessions will be as follows:
- open house with one-on-one discussions with administration and Council from 4:30 to 5:00
- brief presentation and question and answer period as a group from 5:00 to 6:00
Equipped with the feedback from the Community Open Houses, Council will meet as its Budget Committee to deliberate the 2019 draft budget at the following meetings:
Budget Committee deliberations:
- January 30, 31 and February 5 (and February 6 and 7 if necessary)
These meetings will be held from 6:00 to 10:00 pm in the Council Chambers on the second floor of the Chatham-Kent Civic Centre, 315 King Street West, Chatham.
Time will be made available for anyone wishing to make a presentation on budget issues at the budget deliberation meetings. Please check the schedule periodically for updates on the timing for deputations. Individual presentations will be limited to five minutes. Citizens or groups wishing to make a presentation are asked to sign up at the door when arriving at one of the deliberation meetings.
"The Budget Chair may move the Budget Committee into closed session discussions as per section 239 of the Municipal Act" to discuss items related to identifiable individuals, labour relations, employee negotiations and advice that is subject to solicitor-client privilege in regard to 2018 labour contracts, net job evaluation changes and net progressions increases per labour contracts. As the Budget Committee nears the end of its deliberations, the Committee will provide notice of when it intends to pass the budget as Council.
