Chatham-Kent makes investing easy for developers

A Community Improvement Plan encourages rehabilitation initiatives and/or stimulates new development. On March 2, 2020, Chatham-Kent Council passed the motion to approve the Community Improvement Plan. The plan allows municipalities to provide tax assistance, grants, or loans to assist in the rehabilitation of lands and/or buildings within the defined Community Improvement Project Area.

Community Improvement Program helps developers build communitiesThe Chatham-Kent Community Improvement Plan (CIP) is designed to help make it easy for investors and businesses to launch new development projects across the municipality. There are five incentives provided through the CIP:

1 - Property Tax Increment Equivalent

The Property Tax Increment Equivalent Program provides a tax rebate for up to 10 years on a newly developed, redeveloped, or rehabilitated property. Minimum of $250,000 in eligible costs.

  • Employment, commercial, and commercial/residential
    • Years: Up to 5
    • Tax Rebate: Regular 60%. 100% for a limited time*
    • Taxes Payable: Base Rate
  • Major employment project
    • Years: 6 to 10
    • Tax Rebate: Regular 60%. 100% for a limited time*
    • Taxes Payable: Base Rate
  • Major rental or affordable housing developments
    • Years: Up to 10
    • Tax Rebate: Regular 60%. 100% for a limited time*
    • Taxes Payable: Base Rate

*LIMITED TIME: This incentive will be available for a limited period from April 1, 2020 to March 31, 2022. Following this period the tax rebate will be 60%.

2 - Building & Planning Fee Rebate

The Building & Planning Fee Rebate Program provides assistance for the development, redevelopment, adaptive reuse or rehabilitation of properties via a reduction in applicable planning and building permit fees. Grant equivalent of up to a maximum of 100% of Planning Application Fees and up to $20,000 of Building Permit Fees levied by the Municipality for commercial uses, employment uses, mixed use commercial/residential buildings.
No maximum dollar amount on Building Permit Fees for affordable housing developments.

3 - Development Charge Partial Exemption Program

Chatham-Kent currently only has development charges for water and wastewater services, which is administered by the Chatham-Kent Public Utilities Commission (CKPUC). The Development Charge Partial Exemption Program provides up to 50% exemption on local development charges for eligible charges for new major rental housing developments and new affordable housing developments. The program will run for the period from April 1, 2020, to March 31, 2022 or until such time that Council approves a new development charge by-law.

4 - Façade Improvement Program

The Facade Improvement Program provides a grant of 50% of the eligible costs associated with the redesign, renovation or restoration of facades of commercial use and mixed use commercial/residential buildings. If improvements include restoration of the façade of a designated heritage building, the maximum grant amount increases by 50%.

5 - Residential Conversion and Affordable Housing Grant

The program provides an incentive to the creation of new or rehabilitated dwelling units where permitted in the Zoning By-law.

  • New affordable housing developments and secondary dwellings: Receive a grant of $2,500 for each affordable housing unit, up to 20 dwelling units, to a maximum grant of $50,000.
  • New or rehabilitated dwelling unit(s) or a small or large rental dwelling unit above or behind the non-residential use in a mixed use commercial/residential building: Receive a grant of $7,500 for each dwelling unit, up to eight dwelling units, to a maximum grant of $60,000.
