Although Geographic Information System (GIS) is often viewed as a technology project and an arena for the technically sophisticated computer professional, the development of a successful enterprise GIS is dependent more on proper management participation and supervision than on technical solutions. Therefore GIS implementation should be regarded as a continuous innovative process, combining technology, data, processes, human resources and partnerships. GIS needs ongoing direction and management from a dedicated business unit. The Transition Board, established to coordinate the amalgamation of Chatham-Kent, established an Information Systems Task Force GIS Sub-committee to investigate how a GIS could benefit the newly amalgamated municipality.
In April of 1998, this Information Systems Task Force GIS Sub-committee initiated a relationship with Union Gas Ltd. This led to the establishment of a program to design, build, and implement an AM/FM system. This AM/FM system is well underway and is setting the foundational work for Chatham-Kent's GIS program. In the spring of 2000, the Chatham-Kent Community Strategic Planning exercise was launched. The plan was published in August of 2000 and defines the vision, objectives, action plans, and implementation framework to "ensure a high quality of life for all of its citizens".
In support of the Community Strategic Plan, the Chatham-Kent GIS Steering Committee commissioned this Strategic Plan for Enterprise GIS. It advises Chatham-Kent on how to proceed in order to realize the benefits of an Enterprise GIS. Numerous community objectives are directly supported through this GIS proposal.
This strategic plan was prepared by Orion Technology Inc. of Richmond Hill Ontario. Over 50 interviews were conducted, resulting in the identification of over 40 key business processes that will benefit from the recommended enterprise GIS program.
Municipal administrations already using an Enterprise GIS will confirm that their business is significantly enhanced. Examples of successful Enterprise GIS implementations can be found at the City of Kitchener, and the Town of Markham. The Chatham-Kent GIS Steering Committee has visited both of these sites.
