In 1998, 23 municipalities, 13 public utility commissions, and 5 police districts merged into one amalgamated municipal government. Subsequent to the original amalgamation, health services, social housing services and Provincial Offences Court have also been added to the municipal structure. One hundred and fifty-six elected representatives reduced to eighteen, to govern an area of 2,494 square kilometres with a population of approximately 110,000.
