Curbside Garbage and Recycling Guidelines |

Residents receiving curbside collection will receive garbage collection once per week. Recycling is collected bi-weekly.
Garbage/Recycling collection for Apartment Buildings (Multi-Residential) The owner of any building that contains six or more dwelling units shall implement a source separation/recycling program for the waste generated at the building (refer to Ontario Regulation 103/94).
Most multi-residential buildings within the Municipality have private garbage/recycling pick up with a private contractor. They often dispose of their excess refuse in a dumpster(s) located behind their building. Limited municipal curbside garbage and recycling collection is available as per By-Law 119-2005.
Garbage & Recycling Day Reminders Garbage and recyclables must be placed out at the curb for collection no earlier than 7:00 p.m. the day prior to collection and no later than 7:00 a.m. the day of collection.
Please note that collection times may vary from week to week. However, if garbage/recycling is not at the curb prior to 7:00 a.m. on the day of collection, you are not entitled to collection that day.
Every generator shall also ensure the return of all prescribed containers to private property by no later than 7:00 p.m. on the day of collection.
Should it be necessary, the Municipality reserves the right to clean-up or collect garbage and recyclables left at the curb and invoice the property owner accordingly.
2010 Statutory Holidays Holidays affecting curbside garbage/recycling collection are listed below.
- January 1 (New Year's Day). Friday collection is moved back a day.
- February 15 (Family Day). Entire week of collection is moved back a day.
- April 2 (Good Friday). Regular collection on Friday only is affected and moved to Saturday.
- May 24 (Victoria Day). Entire week of collection is moved back a day.
- July 1 (Canada Day). Thursday and Friday collection is moved back a day.
- August 2 (Civic Holiday). Entire week of collection is moved back a day.
- September 6 (Labour Day). Entire week of collection is moved back a day.
- October 11 (Thanksgiving Day). Entire week of collection is moved back a day.
All areas receiving curbside garbage/recycling collection will be affected by statutory holidays.
Refuse Guidelines Garbage bags cannot weigh more than 60 lbs. each.
Large items (i.e. mattresses, box springs, furniture) are picked up with regular household garbage collection. Each large item counts as one bag.
Paint cans must be empty with dry paint only and lids off.
As of July 1, 2008 appliances such as refrigerant units, microwaves, dishwashers, freezers, stoves, washing machines, clothes dryers, etc. will not be accepted at the curb. The following Transfer Stations accept refrigerant units:
- Chatham Township, 9753 Darrell Line at Caledonia Road
- Dover Township, 25280 Big Pointe Road at Rivard Line
- Harwich Township, 21633 Communication Road, 1000 Hwy 40 South
- Tilbury East Township, 22362 Depot Road at Middle Line
- Wallaceburg, 505 Water Street, Wallaceburg
There is a charge of $20.00 for each untagged refrigerant unit. Each site offers free recycling of a unit that has been tagged by a licensed ODP cardholder.
Residential Limits There is a limit of four bags or items per household of collectable refuse permitted to be placed for collection per week. There shall be a limit of an additional 10 garbage bags for grass collection from April 15th through June 15th and leaf collection from October 15th through December 31st**. One - 95 gallon Carts Ahoy cart will be equivalent to four garbage bags; one 68 gallon Carts Ahoy cart will be equivalent to three garbage bags.
**Note: Extra bags of household garbage will not be collected as part of the increased limit during the spring and fall. The additional bags/items are for grass, leaves and yard clippings ONLY. All materials collected at the curb are sent to the landfill. If you would prefer to have leaf and yard waste turned into mulch, please take it to a Municipal Leaf and Yard Depot.
There is a limit of four bundles of brush, tree or garden cuttings allowed to be placed for collection from a dwelling unit which is included in the bag limit. Bundles must be tied securely with a weight not greater than 27 kilograms (60 lbs) and dimensions not exceeding 5 ft x 3 ft x 3 ft.
All items in excess of the limits listed above will be left at the curb and will be required to be removed by the owner until their next collection day as per by-law 119-2005.
Institutional/Commercial/Industrial Limits (includes multi-residential buildings with six or more dwelling units) The amount of collectable refuse put out for collection from any one institutional, commercial or industrial property shall not exceed 2.0 cubic metres (equivalent to 30 bags) or less (also equivalent to six - 95 gallon Carts Ahoy carts).
Non-Collectable Refuse
- clippings/branches from trees/shrubs that are NOT bundled and/or in dimensions of 5 ft. x 3 ft. x 3 ft.
- manufacturer's or industrial waste
- explosives and any highly flammable or volatile substances of any nature whatsoever
- liquid or gaseous waste, caustics and acids
- poisons, pesticides and herbicides, radioactive material*
- septic tank pumping, raw sewage, sludge and industrial process of sludge
- infected materials including dressings and bandages
- syringes/needles*
- organic material which has not been drained of all liquid in accordance with the provisions of the by-law
- carcasses or parts thereof of any animal or other creature, save for bona fide kitchen and table waste
- live animals or birds
- hay, stray and manure
- any materials which have become frozen to a container and cannot be removed therefrom by shaking
- stock of any wholesaler or retailer e.g. eggs, fish, pickles, fruit and vegetables
- sawdust and/or shavings from a commercial and/or industrial establishment
- broken plaster, railroad ties, pallets, lumber or other waste resulting from the construction, alteration, repair, demolition or removal of any building or structure
- discarded tires with rims, trucks, automobiles and other vehicles and any parts thereof or accessories thereto
- tree trunks, stumps, loose leaves or branches, sod or fill of any kind
- cardboard boxes that are wet and fall apart
- household paints, solvents*
- Non-prescribed containers such as loose grocery/kitchen catcher bags
- white goods/scrap metal
* Visit the annual Household Hazardous Waste Day for disposal of these items.
Recycling Guidelines
- Paper, newspapers, flyers, magazines, catalogues, office paper and telephone books are acceptable. These items must be tied and placed in black box. Should there be excess fibre material, please place it in a grocery style bag and place it on top of or beside the black box. DO NOT include milk or juice cartons, drink boxes, waxed paper, gift wrap, photos or frozen food boxes that contain a wax coating.
Only fibre material is acceptable in the black box. If there is any material other than fibre material in the black box, it will not be collected.
Boxboards (used to package cereal, pasta, laundry detergent, shoes, tissues, etc.) are acceptable. Remove and discard plastic liners and windows. Bundle and tie boxboard with corrugated cardboard and place in or beside your black box.
Corrugated cardboard must be flattened, bundled, tied and stacked in or beside your black box. Corrugated cardboard and/or boxboard must not exceed 30" x 30" x 8" (75 cm x 75 cm x 20 cm).
All food and beverage cans. Rinse off food residue and place them in your blue box. No need to remove labels. DO NOT include aerosol cans, paint cans, disposable cooking tins and other cans that once contained products classified as Household Hazardous Waste.
All food and beverage glass bottles and jars. DO NOT include medication bottles, broken mirror or window glass, light bulbs, dishes, drinking glasses and ceramics - these items must be put in the garbage. Please rinse all bottles and jars. Remove and recycle metal lids. Discard plastic lids.
Plastic bottles and containers. Only plastics marked as #1, #2 or #5 on the bottom are recyclable at this time. Includes most soft drink, water, juice, vinegar, bleach and detergent bottles. PLEASE REMOVE AND DISCARD LIDS. Plastic bags, utensils, toys and all plastic bottles and containers that do not contain the #1, #2 or #5 on the bottom are NOT ACCEPTED and must be put in the garbage. Plastic oil containers and plastic egg/cookie containers that HAVE the #1,#2 or #5 are NOT ACCEPTED and must go into the garbage.
Aluminum foil containers and foil. Pie plates, aluminum trays/baking pans and take out food containers and foil will be acceptable in the blue box as of July 1, 2008.
Please make sure all items are secure so that they do not become loose and litter your neighbourhood.
Excess recycling that does not fit into a blue or black box can be placed in separate loosely tied bags (grocery type only). Please note that only one recycling stream is accepted per bag and only when used in conjunction with a blue box.
Non-Collectable Recyclables
- fax, carbon, wax or foil covered paper
- milk cartons, juice/drink boxes, waxed cardboard, hardcover books or their covers
- ceramics, china, light bulbs, window glass, crystal drinking glasses
- coat hangers, aerosol cans, pots, frying pans, oil filters, aluminum foil, TV dinner trays
- all plastics marked 3, 4, 6, 7, 8 or no markings at all
- plastic oil, antifreeze or pesticide containers, plastic wraps, plastic utensils
- all styrofoam
- plastic toys
- any plastics marked 1, 2 or 5 that have residual food left inside
- broken glass, medication bottles
Blue and Black Boxes Blue and black boxes are available at all Municipal Centres and the Civic Centre. The purchase and replacement price for a recycling box is $10.00.
Recycling Toter Carts For businesses that generate large amounts of recycling, toter carts are subsidized by the Municipality at 50%. Recycling toter carts are only available for institutional, commercial or industrial properties (including multi-residential). The subsidized cost of each toter cart is $75.00.
Please note that recycling toter carts remain the property of the Municipality. Cost for replacement, whether lost or stolen is $135.00 payable prior to delivery of a replacement cart.
