BACKGROUNDER
The purpose of collecting and analyzing this data can be broken into 3 parts. This information will:
- Empower community groups, organizations, and businesses within the primary and secondary urban centres in Chatham-Kent to understand and respond to the major challenges facing their community in Chatham-Kent.
- Be useful for long range planning and data management for the community and municipal strategic planning area, and change management and priority setting processes.
- Be a corporate resource to support the needs of multiple municipal departments by providing comparative information to help us departmentally and corporately make improved strategic decisions and resource allocations.
Why Concentrate on Urban Centres?
This project focused on both Chatham-Kent as a whole and a more detailed analysis within Chatham-Kent. Because of project time and scope, this detailed analysis only concentrated on the primary and secondary urban centres, not hamlets and rural settlement areas. Here are the definitions of the primary and secondary urban centres to give you an understanding of their importance:
7 PRIMARY URBAN CENTRES (Dresden, Ridgetown, Blenheim, Tilbury, Wheatley, Wallaceburg, Chatham)
- Focal points for growth and public and private sector investment in CK –
- This means that the primary urban centres have the highest concentration and intensity uses in the Municipality and will be the focus of residential, commercial, industrial, government, institutional, business/professional office, entertainment, cultural heritage and health/social service activities.
- Major growth by expansion and Infilling is expected
- Contain the majority of our residential, commercial, and industrial development
- Full municipal services to support the infrastructure required for growth
- Populations greater than 1,500
6 SECONDARY URBAN CENTRES (Mitchell’s Bay, Bothwell, Merlin, Thamesville, Charing Cross, Pain Court)
- Major growth by expansion and Infilling is expected (Population and employment growth is encouraged in the secondary urban centres with full municipal services)
- Either serviced or planned to be serviced with municipal piped water supply and sanitary sewage services (see Sanitary Sewer Network slide)
- Compact rural communities of less than 1,000 population comprised of some housing, commercial and industrial businesses as well as public uses
5 HAMLETS Not included in present study (e.g. Erieau, Morpeth, Highgate, Shrewsbury, Cedar Springs)
- Development is limited to infilling rather than expansion (This refers to allowing development on vacant land within the community rather than expanding development outwards from the community boundary.)
- Populations less than 500
- Hamlets are serviced by partial municipal services (municipal piped water supply and private sewage disposal)
101 RURAL SETTLEMENT AREAS
- Future development is limited to minor infilling
- Private water supply and private sewage disposal
- Populations less than 200
This is just the beginning. There may be a phase 2 or 3 of this project expanding our research and scope to the rural areas as well.
