Unlike most municipal services, which residents pay for through property taxes, sewer and water services are self-financing. This means residents are directly billed for the water they use, as well as their share of the costs for transporting clean water to their homes and carrying wastewater away from their homes for treatment and release back into the environment.

Water Charge

The water charge on your bill is based on the amount of water you use as measured by the water meter. This covers the cost of bringing the water to your home, including operating and maintaining the pumping stations, reservoirs and distribution system.

Wastewater Service Charge

The wastewater service charge on your bill is based on the amount of water used, since most of it ends up as wastewater.

This service charge covers all the costs associated with the wastewater discharged as listed below:

  • the transportation of the wastewater from your home to the Sewage Treatment Plant through the sanitary sewer pipe network,
  • the treatment of sewage so that it meets environmental requirements, before it is released into the environment, and
  • monthly service charges, such as costs associated with the treatment process (e.g. billing and collection).

This infrastructure requires ongoing rehabilitation or replacement to maintain current standards.
