Brownfield/Bluefield

What are Brownfield and Bluefield Properties?

Brownfield properties are abandoned, vacant, derelict, or under-utilized industrial or commercial properties with actual or perceived contamination and an active potential for redevelopment. They may include abandoned factories, old landfills, dry cleaners and print shops.

Bluefield properties are institutional or community facilities that are no longer in use. They may include former schools, hospitals, long-term care facilities, courthouses or similar uses.

The Chatham-Kent Brownfield and Bluefield Community Improvement Plan (CIP) program can significantly reduce the costs of rehabilitation and development projects on your brownfield or bluefield site and help to make your project viable. The incentive programs can be used individually or in combination.

Feasibility Study Grant

Grants for 50% of the cost of feasibility and cost studies for rehabilitating and reusing brownfield and bluefield properties and buildings. The maximum grant is $5,000 per study with a maximum of one study per property or project.

Eligible feasibility studies include structural analyses, evaluation of mechanical and electrical systems, concept plans and market analyses.

Environmental Study Grant

Grants for 50% of the cost of environmental studies. Maximum grant of $15,000 per study, maximum of two studies per property or project, and maximum $20,000 in study grants per property or project.

Eligible environmental studies include:

  • Phase II environmental site assessments (ESAs)
  • Remedial work plans
  • Risk assessments
  • Risk management plans

Tax Assistance

A freeze on municipal and education property taxes for up to five (5) years after a property has been remediate and rehabilitated to help pay the costs of environmental remediation, risk assessment and risk management. The education property tax freeze is subject to Ontario Ministry of Finance approval.

Eligible costs include:

  • Phase II ESAs
  • Remedial work plans, and risk assessments/risk management plans, not covered by the environmental study grant program
  • Environmental remediation including preparing and filing a record of site condition (RSC)
  • Placing clean fill and grading
  • Installing environmental and engineering controls/works, as specified in the remedial work plan/risk assessment/risk management plan
  • Monitoring, maintaining and operating environmental and engineering controls/works
  • Environmental insurance premiums

Rehabilitation Tax Increment Based (TIB) Grant

This program picks up where the Tax Assistance Program leaves off. Annual grant equivalent of 80% of the increase in municipal property taxes for up to five (5) years. Properties in the Downtown and Main Street Community Improvement Project Area, are eligible for 100% of the increase in municipal property taxes for up to five (5) years.

Eligible costs include:

  • Phase II ESAs, remedial work plans, and risk assessments/risk management plans
  • Environmental remediation, including the costs of preparing a RSC
  • Placing clean fill and grading
  • Installing environmental and/or engineering controls/works
  • Monitoring, maintaining and operating environmental and engineering controls/works
  • Environmental insurance premiums
  • Demolishing buildings
  • Building rehabilitation and retrofitting works
  • Upgrading on-site infrastructure, including main sanitary sewers, stormwater management and water services
  • Constructing/upgrading off-site infrastructure, including main sanitary sewers, stormwater management, water services, electrical and gas utilities

Administration

All applications must be submitted before beginning any studies, remediation or rehabilitation work.
